ਵਿਵਾਦ ਦੀ ਸ਼ੁਰੂਆਤ ਇੱਕ Enforcement Directorate (ED) ਦੇ ਪੱਤਰ ਤੋਂ ਹੋਈ, ਜਿਸ ਵਿੱਚ ਕੁਝ ਵਿਚੋਲਿਆਂ ਵੱਲੋਂ ਸਰਕਾਰੀ ਦਫ਼ਤਰਾਂ ਦੀ ਨੇੜਤਾ ਵਰਤ ਕੇ transfer-posting, confidential information ਅਤੇ approvals ਨੂੰ ਪ੍ਰਭਾਵਿਤ ਕਰਨ ਦੇ ਦਾਅਵੇ ਕੀਤੇ ਗਏ ਸਨ।
Bikram Majithia ਨੇ ਇਹ ED Letter ਸੋਸ਼ਲ ਮੀਡੀਆ ’ਤੇ ਸਾਂਝਾ ਕਰਦੇ ਹੋਏ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਇਹ Punjab ਸਰਕਾਰ ਦੇ ਅੰਦਰ ਇੱਕ ਵੱਡੇ corruption network ਵੱਲ ਇਸ਼ਾਰਾ ਕਰਦਾ ਹੈ ਅਤੇ ਇਸ ਵਿੱਚ Rajbir Ghuman ਦਾ ਨਾਮ ਵੀ ਸਾਹਮਣੇ ਆ ਰਿਹਾ ਹੈ।
ਇਸ ਤੋਂ ਬਾਅਦ Rajbir Ghuman ਨੇ ਸਾਰੇ ਦੋਸ਼ਾਂ ਨੂੰ ਸਿਰੇ ਤੋਂ ਨਕਾਰ ਦਿੱਤਾ ਅਤੇ Bikram Majithia ਨੂੰ 24 ਘੰਟਿਆਂ ਅੰਦਰ ਸਬੂਤ ਪੇਸ਼ ਕਰਨ ਜਾਂ ਜਨਤਕ ਮਾਫ਼ੀ ਮੰਗਣ ਲਈ legal defamation notice ਭੇਜ ਦਿੱਤਾ।
